I don't want to weigh in (for obvious reasons) because the wording is definitely vague, and the one example they've given is not applicable to your case. They have not said anything about CoPRs specifically. I would try to contact them for confirmation before you even consider buying tickets.

Is Lufthansa airways allowing COPR holders to travel from Mumbai to Toronto via flights (LH757 and LH6676)?
I too am waiting for the same answer, I've booking from blr to yyz,but Lufthansa still says same thing as only US and Canadian Passport holders and close relatives of these citizens are allowed to board. I dont understand why the relaxation announced on Aug 8th by MoCA are not applicable to them. Lufthansa call center says they haven't received any notification by MoCA or DGCA regarding relaxation announced.

Spoke to BA call center too, they've the same answer as well. Only thing of hope from Lufthansa was they're scheduled only till 15th Aug currently, so as they publish their schedule for 16th on.. they could have more information applicable to those dates. Hence I was asked to check back after couple of days to see if the rules change.

According to British Airways call center, they dint have any restrictions in place from air lines perspective and all they are saying is as long as passengers fall under the exemption category to enter Canada , they will allow to board.
This is how it should be, arriving country should dictate the terms but I heard few airlines (Lufthansa/KLM) dint allow passengers due to various reasons even though they are eligible to travel

British Airways planning to operate 4 flights b/w London and India
https://www.newindianexpress.com/nation/2020/aug/08/british-airways-to-operate-multiple-weekly-flights-between-india-and-london-from-august-17-2180610.html

it clearly mentioned "British Airways will be able to take all customers eligible under the guidelines issued by the Ministry of Home Affairs nonstop to London and beyond on British Airways' current flight network"

Hopefully they operate without any issue and allow COPR holders and other immediate family members falling under the exemption

You're right Chandra, at first when I asked about eligibility to BA the guy said only students are not allowed and all others would be allowed. I wanted to be absolutely sure and asked him if BA also has any rules that only US/Canada passport holders and their immediate family is allowed? Then he replied yes, we only allow these people. Considering the guy was not open to information I called once again to BA, spoke to a lady she was very clear saying they're allowing only US Canada passport...etc.. and she said she can book a ticket but cant guarantee that I can fly because currently COPRs/PRs of India are not allowed to board.
Coming to the news article, they dont have any update on MOCA announcement of Aug 8th where we are allowed to travel to any air bubble country. They re not ready to check until it's available to them officially from BA.
Not only BA, none of the airlines have received the notification from MoCA or MHA announced on 8th Aug. I am surprised to see that. My travel is planned for 18th and they're still saying COPRs not allowed to board.

I got the same response, only COPR holder with canadian spouse is allowed. A lone COPR holder is not allowed to board at the moment on these flights. Is there anything mentioned on the 8th aug update regarding COPR ppl flying to bubbles

There is nothing which says CoPR, but it says "Any Indian national holding any type of valid Visa of such countries may be permitted to travel to the country concerned provided there is no travel restriction for entry of Indian national in that country........" Can't attach pic here

Really confused with these rules and getting different information everytime we call call center.

So, my parents are COPR holders issued before Mar 18th and I am PR residing in Canada, not sure if they allow my parents to board
