You essentially will be in quarantine for 14 days and able to do regular things for 1 day.
If this is for a family member that can’t travel because of travel restrictions they are unlikely to travel when there is still a quarantine. If this is for your brother you can specify this is for future travels. It seems like he already applied and been refused. Is this correct? I wouldn’t necessarily reapply right away unless situation has changed. Normal tourism will likely not be possible for quite some time.
