If you are planning to migrate as a refugee you can find the list of Sponsorship Agreement Holders here:

These organizations are approved to sponsor refugees and you will have to contact them individually. Many are no longer accepting new sponsorship but you can certainly contact them.

The other option would be referred by UNHCR. Because Canadian government accepts those refugees that are referred by UNHCR.

If you've already claimed asylum in Malaysia, your only real chance is to take the time and research the different immigration programs and work on qualifying.
