Can I get a H1 visa stamp in Canada if I enter Canada through open work permit?

Sorry, still don't understand the question. When you enter with an open work permit you have status in Canada until the expiry of your permit and you can work in any occupation (with few exceptions). What about 'visa stamp' are you asking about?

I think the OP is looking to get an H1B stamped in Canada using a Canadian OWP to enter.

H1B is a U.S. work permit.

Not flagpoing.

You have to visit a consulate outside of the U.S. to get the H1B visa stamp in your passport.

Given the recent H1B announcements in the U.S., I'm not comfortable commenting. It's gotten too complex for me.
