Well, it is pretty clear that you have a huge roadblock to overcome. My advice to you is to take a few days off and clear your mind after which you can rationalize about this properly. I recommend you take a year off to work and earn some money which not only shows your employment prospects but also hopefully an employers guaranteeing employment once you return. Within that time, you can also sort out your financial and property situations. This is my 2 cents, best of luck.

You can definitely overcome this. Write a strong SOP and explain the visa officer how this course will change your life. Explain about the opportunity you will have in your home country once you complete the course and return.
If you can Show any employer letterhead with job offer once you complete the course and comback to your country. Your pay check or company letter if you working. Any assests that you owned
Show orginal and translated document that ties you to your home country which i mentioned in previous post. Also mention them in SOP.
Try to build a hood statement for 4 months before you reapplying.
Make similar small deposits 3-4 times a week. Kerp intiall amount high.
Show family ties such has family certificate. If you married then marriage certificate.
If you not working then show that your parents will support you. Show their business or job.
I dont know what your profile is. You need well written SOP. Anything is possible
If I reapply again does visa officer check whether I have refusals already? Do I need to give medical examination again if I reapply ?

They have record of everything including your previous application. Medical will be expired by the time you reapply so you do need new medical and Ielts should be valid as well. Apply via SDS. Pay GIC amount and tuttion for full year so you dont have to worry about finances.

Any GAP?
Any work experience?
Married or unmarried?
Who is going to sponser you?
We need basic details to guide you properly.

As far as my understanding you are Bangladeshi national and applied from UAE.

From my experience I've seen for Bangladeshi national visa refusal is very high from other countries. You should've applied from Bangladesh.

Anyway if u can justify those concerns and pay certain amount of tuition fees upfront and apply from your home country chances will be higher to get accepted.
