There is probably also another very important practical reason for CEC only candidates for now:

Assuming that most CEC candidates are inland, once they are issued CoPR they can be readily converted to PR by doing landing formalities at the nearest office. This fact takes on far more significance when you consider that PRs are only counted against this year's target upon landing. Once international flights were stopped, landing is possible only for inland candidates. Now that means from March last week there will be landings done only by Inland candidates.

Imagine if international travel does not resume till Jan 2021 (just as example, obviously we are all hoping it should be sooner). In such a case, if only inland candidates are landing, IRCC will fall short of it's PR target by around 50% for 2020 (if you consider that typical all program draws are split evenly between CEC and FSW). But if you conduct only CEC draws, as they are doing now, all the approved PRs will keep landing by doing the landing at the local office without coming through international flights. So 100 percent of PR target can now be achieved for 2020 as per original targets even if there are no international flights till the end of the year. If you think along this lines, the fate of FSW draws seem to be tightly tied to resumption of international flights.

Of course this is just a theory though, I may be totally off base.

Several inland candidates report receiving a COPR email which confirms they are permanent residents of Canada. This is without PPR. I am wondering if it is a new strategy to streamline the process and avoid creating a huge backlog of landing appointments.

If you think about it, it makes zero sense for an inland candidate to get a PR visa to land as they are already in the country. Also, PR visas are single entry meaning they are only good for landing. After that, one has to have a PR card to re-enter Canada if they were to travel out of Canada. So, by eliminating PPR and landing, they are potentially saving a lot of trouble for both themselves and the applicants. Also, I heard it is taking north of 100 days to get a new PR card, so it's going to be a long wait for people to just get it.

Thanks for sharing this information. This seems to support the theory that they want to keep the same count of PRs landing every month. On the outset it might have appeared that FSWs are not being issued ITAs because they may not be able to land soon, but that is not the focus. The focus is more on maintaining the same rate of landings to keep on happening everyday, which unfortunately can only to come at a cost of reallocating ITAs from FSWs to CECs. Because at the end of the day (month,year), IRCC needs to showcase how many PR landings were successfully completed by them in 2020.

Honestly, they won’t announce officially why they are pausing the fsw draw. And I’m pretty sure it’s because of the boarder. They only say this is to benefit people who are in Canada already with temporary status on IRCC Twitter. Which make sense, with the travel restrictions, a lot of temporary residence are losing their status, and with all those travel restrictions, it’s hard to believe when things will resume normal. Just think about if they officially announce pausing FSW draw, then they will have to also make chances on things to accommodate those changes because people are losing points with age, English test expiring...etc it will be so much work to do. By not announcing it, they don’t have to change anything...
