PR Card Holder Renew Indian Passport

A family member is a PR in Canada that wants to apply for citizenship but their Indian passport is expiring in a few months. Because of this they want to renew their passport first, but they want to make an adjustment with the name on the passport when they renew it. I was wondering if anybody can advise the best way to go about this and/or share their experience.

I read that you need 2 copies of a newspaper that has your name change printed. What would be the best way to do this while in Canada?

For the affidavit, any recommended place that is free/cheap in the East GTA?

If the name change can be done, then the names on the passport and PR card won't match. What would be the best way to go about this when applying for citizenship?
