Hello there , One of my friend is holding a 3 year work permit and he completed his graduation from quebec but he is not skilled with french so he can't apply for peq also in terms of skilled work experience he had just recently found a job under noc A which as related to his study, but was laid off due to covid and now he is not getting any response from any employers, so he is planning to move to nova scotia and find some work into semi skilled job noc C, however we're unaware that is it the right decision? can noc C job experience really offer provincial nomination and lead to PR, are there any better pathways? if anyone is going through same situation please share your exeprience

He should wait until work starts again and hopefully hiring starts. Going to NS to get a job in NOC C is not a good way to get PR. There will also be hiring difficulties there. Most are not hiring and many people with longterm establishment in NS will be looking for jobs.
