If you entered Canada on a transit visa, then you are already out of status (in Canada illegally) and applying for a work permit from within Canada isn't possible. You would need to leave Canada and apply from your home country. The longer you remain here out of status the lower the chances the work permit is going to be approved once you leave and apply from your home country.

I would like to know what do you thing about this situation...
This person came to Canada on mid-2009 with a Working Permit in Manufacturing.
(He got a temp SIN number)
After 6 months, his working permit was renewed for another 6 months.
Then he applied for a 2nd renewal but he never got the working permit.
He's been in Canada, working without a permit and paying taxes since then.
He asked to Immigration Canada what happened and they told him they lost his file.
He is not in the system anymore. All his documents are gone.
He is still in Canada (Toronto), working, but he does not a have a Status.
Could this situation considered as he is Illegal in Canada?
I would like to know your opinion.

Yes, he's in Canada illegally and is working illegally.
