It's when a document is missing or if there is a problem with a document.

yup today also they have issued lost of csq and on 29th also my friends got hope you will get soon

NO bro its ok what i heard from my friends who are all Bill 9 victims they told in that CSQ govt is issuing around 5 people got csq on 4th may and more got on 29th hopeflly next monday u all will get
