WES repeatedly rejection

I know many universities do not facilitate international post or courier to send transcript to any international agency. I can suggest you to follow below steps, this has worked one of my friend as his case was similar to you. He knew that WES has stopped accepting transcripts if it is not sent by directly by college. So he did workaround as follows in first attempt:
1. Get the transcript in the seal envelope. Make sure envelope does not have your name or your address on it. He has collected the documents thru his brother.
2. Try to convince the colllege/ university staff or peon by all means to get you a university envelope. The envelope should have college or university address in From section. You may have to pay some money depending to person to person
3. Put that transacript envelope which you recieved in this university envelope and get the seal stamp at top and back of the envelope. Make sure college stamp must be at middle where envelope gets sealed at back.
4. You can use DHL or Indian post to send this to WES. Please do not write WES address by hand. Type the address and get the print label and paste it on the envelope. When asked for "From" address by DHL/ Indian Post, please provide college/ university address. Nowhere there should be your name, phone no or address present on these envelopes or with courier records.
I know this would requires someone physically present in college to do that. I do not know whether it is possible for you or someone to go college and do this. However, there are few agents they may do that as they have good relation with folks within college. But they charge heavily. You can google and find out some based on location of your college and discuss about your situaion.
