WES for JNTUK while in Canada

I studied in a college that is affiliated to JNTUK, now I'm trying to create a WES account for my ECA. I'm wondering if this could be completed from within Canada or I should do it only when I'm in India, since I read someone say that you should visit JNTUK for sending your documents to WES.
