Landing and SIN number

Friend of mine is landing next week at Toronto Pearson Airport.However all Service Canada offices are closed because of Covid-19.
Any idea how he can get SIN number?

Applying by mail is not feasable.He need to send originals of all the documents they needed-passport and CORP and wait for 20
business days.Obviously Service Canada is not an essential service!

Obviously it is essential, since they are still working. However, the office being open to the public is not essential. It is perfectly feasible to be in Canada without a passport or COPR, especially considering they will be in quarantine when they get here and not able to go anywhere for 2 weeks.
