US F1 Visa holder to move to Canada for further studies

Hi guys.. I’d be very glad if anyone can help me with my queries.

1. I am an F1 student in the US, i would like to do a post grad diploma in Canada, can I apply from here? Or do I have to apply from my home country philippines? Can I do it my own or is it better to go through an agency?

2. My partner is with me in the US and previously on F1 but fell out of status. He’s Indian. If I can get study permit for Canada, can he be my dependent? Does he have to apply from India? Will his overstay have a negative effect?

1. yes you can apply from the US.
2. Yes the fact that he is out of status is likely going to be a big deal. He is likely not going to qualify for any temporary visas/permits. He would still qualify for PR.
