Hello,
Is it possible for an international student in his 2nd year of university to apply for permanent residentship? I've been trying to find some info on it but I'm just getting confused on everything. I am currently 18 years old. Can I apply for it without any current work experience?

The short answer is no - it's not possible.

At this time you don't have enough education to qualify and you also need at least a year of full time and paid work experience. Work experience gained while you are studying does not count.

You will need to wait until after you have completed your studies and most likely worked for at least a year before you may qualify.
