i have yet to apply for Permanent residence under Canadian experience class, can i apply for biometrics before in order to avoid any delays or it has to be after we apply?? and for police certificate, do we apply online or need to visit indian embassy?/

Where are you located? Most biometrics centres are currently closed due to COVID-19.

i know biometrics are closed, i am just wondering if i can apply for it as soon as they open because i am not sure if my application is going to be submitted in May or june. I am located in GTA Toronto

You can't get upfront biometrics, you need the biometrics request letter that will be issued down the line as your application moves forward. Police Certificate, sorry to tell you but not everyone here is Indian, check your country's government webpage's for that.
