it is not just a possibility they have made it clear on their website that your file will reopen and all formalities will be done again .... including medical test, criminal check, passport and security check. with the past experience of dealing with IRCC it will take at least 2-3 years to clear the backlog.
2-3 years? Seriously!!!

Yes, you should be fine as per the Instructions:

Restriction is not applicable to :

(b) an immediate family member of a Canadian citizen or of a permanent resident as defined in subsection 2(1) of the Immigration and Refugee Protection Act;


Definition of immediate family member

1
 In this Order, immediate family member, in respect of a person means

(a)  the spouse or common-law partner of the person;

(b)  a dependent child of the person or of the person’s spouse or common-law partner; or

(c) a dependent child of a dependent child referred to in paragraph (b)‍.


Permanent resident as per subsection 2(1) of Immigration and Refugee Protection Act;

permanent resident means a person who has acquired permanent resident status and has not subsequently lost that status under section 46. (résident permanent)

One of my frnd just got boarding from new delhi. She was with her husband who is PR. Immigration told her that she is not allowed to enter canada as she has COPR aftr her husband talked to immigration and they saw their all documents of marriage and many more things.After 3,4 hours they allow her to catch plane bt she told me that just cancel ur tickets as i had booked my ticket for 22 march. she said u wll not allowed to pass with COPR so guys my husband just cancelled my ticket and i think u guys should too. that’s just recent experience their security is so tight that better to wait till things wll be good.

How can they stop her as her husband is a pr holder, because its very clearly they mentioned that immediate family members will be allowed. So wife and kids are true immediate family members right. So why they stopped initially ? So who will come as an immediate family member means ?

I really dont think we should be making conjectures about "2-3 years" rn. it'll only add to panic. let's wait to see what they issue before freaking out.
I have been in this situation before and ended up taking 2 extra years. this time it's for my parents and I am worried they might not clear medical exam as they are approaching 70

could you please explain the situation you were in before that led to a copr extension previously? and how did the process pan out? this could be helpful in planning out the next few months for a lot of us.

Why in the world would anyone want to enter Canada at this moment in time? They are facing a nationwide health crisis. It's the worst possible situation. Nothing is worth risking our health and the health of our loved ones. They have made this decision to protect their citizens and all of us. Be patient and wait for more information to be released.

not once but I have been in backlog situation twice, both the times it ended up taking really long time. Once at the time of PR, they simply cancelled all pending applications and everyone had to apply again. then during citizenship when the law changed from 4 years to 3 year, i was stuck in the backlog and it took almost 2 years to get citizenship. CIC is notoriously famous for mishandling of backlogs.

Yes but there is a ban till april 13 on all foreign national with COPRs. I guess not right now.
As per the interim order, foreign nationals who have been in the US for the past 14 days can travel anytime now. The order is already into effect- beginning at noon Eastern Daylight Time on March 18, 2020 and ending at noon Eastern Daylight Time on June 30, 2020. Pardon me if there is any other aspect to its interpretation. I referred the following links:
