One of my frnd just got boarding from new delhi. She was with her husband who is PR. Immigration told her that she is not allowed to enter canada as she has COPR aftr her husband talked to immigration and they saw their all documents of marriage and many more things.After 3,4 hours they allow her to catch plane bt she told me that just cancel ur tickets as i had booked my ticket for 22 march. she said u wll not allowed to pass with COPR so guys my husband just cancelled my ticket and i think u guys should too. that’s just recent experience their security is so tight that better to wait till things wll be good.

I noticed this too. The CBSA 4 part tweet is for people inside Canada and not for people outside. Tweet points starts with "if you are inside canada" , "in-canada seevices" , " do not travel to border". This is not for CoPR holders waiting outside of Canada
The US-Canada border is closed for non essential travel. Travel for seeing immigration benefits is considered "non essential" per the CBSA. Seems pretty clear.

You are absolutely right. Copr holders are treated as foreign nationals. When we went to the arrival counters, there were two queues. One for Canadian citizen and pr holders, the other one for all other passports. We were directed to all other passports. The only solution now is to raise a web form and inform them that you can’t travel. Also attach the copy of the ticket as an evidence just so they know you intended to travel but couldn’t before the expiration. This is what we would have done if we were not lucky enough to travel before the ban became effective. There are 100 and 1000 of copr holder, IRCC would come up with an extension soon. It is a strong possibility that IRCC would ask for medical and latest police certificate.
it is not just a possibility they have made it clear on their website that your file will reopen and all formalities will be done again .... including medical test, criminal check, passport and security check. with the past experience of dealing with IRCC it will take at least 2-3 years to clear the backlog.

Okay, so the thing I'm now confused with is if they are not processing COPR's at all, how does that work when you are immediate family of a Canadian. Under what grounds are they then admitting immediate family members? I wish they would address this specific scenario.

essentially no one wants to own it now. they are very well aware, thousands of people have this question and are in stressful situation right now. If some official can come ahead and at least annouce that no COPR can land, that will be accepable, but no clear information is worse.

Definition of immediate family member

 In this Order, immediate family member , in respect of a person means

(a)   the spouse or common-law partner of the person;
(b)   a dependent child of the person or of the person's spouse or common-law partner; gold
(c)  a dependent child of a dependent child referred to in paragraph (b) ‍.

Prohibition

 Any foreign national , as defined in subsection 2 (1) of the Immigration and Refugee Protection Act , is prohibited from entering Canada if they arrive by means of an aircraft from a foreign country.

Non-application

 Section 2 does not apply to

(a)  a person who has been only in the United States or Canada during the period of 14 days before the day on which they arrived in Canada;
(b)  an immediate family member of a Canadian citizen or of a permanent resident as defined in subsection 2 (1) of the Immigration and Refugee Protection Act ;
(c)  a person registered as an Indian under the Indian Act ;
(d)  a person who is authorized, in writing, by a consular officer of the Government of Canada to enter Canada for the purpose of reuniting immediate family members;
(e)  a crew member as defined in subsection 101.01 (1) of the Canadian Aviation Regulations ;
(f)  a person who is exempt from the requirement to obtain a temporary resident visa under paragraph 190 (2) (a) of the Immigration and Refugee Protection Regulations and the immediate family members of that person;

Hi can anyone please clarify on this ? Am also at same confused state as my husband is PR CARD holder me and kids got COPR so we will be fine to fly with COPR as my husband is a PR CARD holder .
Yes, you should be fine as per the Instructions:

Restriction is not applicable to :

(b) an immediate family member of a Canadian citizen or of a permanent resident as defined in subsection 2(1) of the Immigration and Refugee Protection Act;


Definition of immediate family member

Permanent resident as per subsection 2(1) of Immigration and Refugee Protection Act;

permanent resident means a person who has acquired permanent resident status and has not subsequently lost that status under section 46. (résident permanent)

I think it's clear we will be permitted to travel, but I want to be able to activate my permanent residence, otherwise I will end up unable to work etc. They will surely have to process COPR's of spouses of Canadian citizens?

I guess so the foreign nationals residing in the US (for > 14 days) can take a flight to Canada?

the problem is that airlines are not allowing you to travel unless you have a PR card in hand...

Not that the call agent is going to help, but I had called Air Transat who I am booked to fly with on the 2nd of April from the UK who said I would be fine providing I meet the criteria of Canadian immigration.

I will bring a signed affidavit of common law status and a colour copy of my partners passport and birth certificate as well as the Canadian government order. If that isn't enough to prove it then nothing will be.
