I'm assuming since she's a co-signer, she's been included in the family member calculation for ALL years.

Ok here are the steps you should take immediately:

1. Remove your spouse as co-sponsor
2. Write an explanation letter for your 16, 17 & 18 income, showing your no. of family members for that year and provide the CRA Option C printout with that

So there is an option that I can remove co-signer??
If it’s possible then that would be great.
do I need to fill outany forum?

also on myCRA account I am able to download 2017&2018 option c but I am not getting option to select year 2016. But I can may be get it from my accountant

It is because she's a cosigner. Here's how she can be removed and like bdidol said above, write an explanation letter about family members for each year.

Withdrawal of co-signer support

If you change your mind about your support as a co-signer, you must inform the Case Processing Centre of your decision to withdraw from the undertaking before the sponsored person(s) become(s) a permanent resident of Canada. You must use this web form and clearly state your name, date of birth and Unique Client Identifier (UCI) /Client ID number, if known, in all correspondence.
  1. If you inform the CPC beforethe sponsored persons becomes a permanent resident of Canada
    • CPC will record the withdrawal of your support. You and the sponsor will be informed in writing that your withdrawal was received.
  2. We will assess the sponsorship application to see if the sponsor has enough money to support the persons they are seeking to sponsor without a co-signer.
  3. If the sponsor does not meet the financial requirements on their own, the sponsorship eligibility assessment will be failed.
  4. If you inform the CPC afterthe sponsored persons have been granted permanent residence
    • The commitment you as a co-signer and the sponsor signed to support their family is valid for the term of your undertaking.

Hi

My father is here in Canada and my mom (dependent) is in India.
Once I get PPR, can my father submit the passport here in Canada and mom can submit it in India - VFS?

How do I go about it?
Do I need to inform CIC about it before we submit the passports? or an explanation letter along with the passports should suffice?

We did RCMP criminal record check couple of days ago. Do we have to send the originals by postal mail or can we send the scanned copies?
email the scanned copy, then call them after to few days to confirm if they have received it.

I still not quite understand @Prince0304 situation.
1.So you got married in 2018 and she landed 2018? ( bz u said she was in back home before 2018). She will be counted in 2018. And even if she withdraws co-signer she still being counted and next few years . If you add her to your application as a cosigner is more beneficial even if u dont, they still count her, why dont u use her income in case?
2. They only count her in 2018, show them cert of married.
3. Pgp 2018. A guy got incorrect refused because cic counted a newborn baby for a previous year. He later got reopened file and approved.

No reason needed to be given. Make sure your spouse wrote and signed the letter.

It will be a simple letter with the file no, address to IRCC and she will mention I would like to remove me as a co-sponsor for this application and date and signed.

The other explanation letter would be signed by you. Show in a table the yearly income and who is the family member for that year. Attach option c for each year and also attach a copy of your marriage certificate to show again when you get married.

He don't need the co-sponsor at this moment as he qualify for the income (and spouse have no income in that 3 yrs). It's not a required thing for this application.

First of all I appreciate all of yours advise and comments.
I got married in 2018 and she landed in Canada 2019 yes CIC should not count her in Family 2016 & 2017.
You are right; to support my income in future years I added her as co-signer.
As per your advise I would first send them web form with explanation and including my marriage cert.
I hope I will also get approved.

And Yes if I got baby born this year then it doesn’t make any sense they count baby in family soze for previous years

No one can predict what will happen in future and it will not any added benefit for the application. He already got rejected.
