I have a friend who have a post graduate work visa until 2022. But he doesn’t have a work permit for the same. What would be the best possible way for him to return to Canada.?

He needs a TRV to return to Canada.

He already have the TRV stamped in his Passport. But his work permit was still 2018.

Sorry - I don't understand your question.

If he has a PGWP valid until 2022, then all he needs is a valid TRV to return to Canada.

You want to clarify your question. You stated that your friend has a PGWP valid till 2022, but doesn’t have a work permit for the same. That’s contradictory. The PGWP is the work permit . If he’s overseas as mentioned he needs a TRV to return , the PGWP doesn’t authorize re-entry
So if they don’t have a TRV they need to apply for that, PRIOR to returning

PGWP Post graduate work permit is the work permit your friend obtained after completing his study in Canada. There is nothing like post graduate work visa. His post graduate work permit and a valid TRV/eTA is all he needs to return to Canada. PGWP isn't attach to his passport but a work authorization only.

He completed his one year study in 2017 and got PGWP for one year in Canada. And after that he left to his come country. For returning as a worker he had to apply for TRV which he did from his home country. Then he got the worker Visa stamped till 2022. Right now he is in his home country planing to come back as a worker. What are the chances he might be admitted to Canada.!!

Sorry for the confusion. He already have the TRV till 2022. But no permit till 2022.
 
He do have TRV. But doesn’t have the permit.

He can only return as a visitor. He cannot work.

If he wants to work, he needs to secure a job offer from an employer in Canada and that employer has to get an approved LMIA - then he can apply for a closed work permit.

Would add that the visa doesn’t guarantee that he will be able to enter Canada. If there are concerns that he has returned intending to live and work he can be denied entry and sent back home. He could be also asked to show his savings to support himself while he visits Canada.
