Can someone with a single-entry PRTD return to Canada and ask the border agency to not cancel such that it can be used once more within the validity period?
 
I assume CBSA agents are able to make judgements on a case-by-case basis, unless they are constrained by specific legal considerations?

No - they are not. It's an immigration document and it only allows a single entry by law.

The CBSA officer told the person "Just get an eTA - it only takes a few minutes"

That's impossible. Only way to qualify for an eTA would be to renounce PR.
 
Truthful account of the interaction with the CBSA officer. Since I don't believe the officer was acting in bad faith (I don't see why), this probably indicates poor training and isn't very reassuring since it concerns basic immigration rules for permanent residents. It results in misleading information and giving false hopes to permanent residents in desperate situations stuck abroad. Would filing a formal complaint help avoid this basic mistake in the future?
