Can someone with a single-entry PRTD return to Canada and ask the border agency to not cancel such that it can be used once more within the validity period?

No - they are not. It's an immigration document and it only allows a single entry by law.

That's impossible. Only way to qualify for an eTA would be to renounce PR.

Since I don't believe the officer was acting in bad faith (I don't see why), this probably indicates poor training and isn't very reassuring since it concerns basic immigration rules for permanent residents. It results in misleading information and giving false hopes to permanent residents in desperate situations stuck abroad. Would filing a formal complaint help avoid this basic mistake in the future?
