How does this process work?

Hi,
I have a Master's degree already from India, graduated in 2019. I am planning to take up a 1-year diploma course in Canada in September 2020.

I want to know if going to a private college like Humber be helpful?

Also, once I get the work permit, can I apply for the PR after the one year gets over or as soon as I get a job offer?

Humber is a public college.

No, you can't just apply for PR. If that is your goal, you should be taking a 2 year program to get a 3 year PGWP. You need to research the various immigration programs to see what you qualify for.

Because you won't gain enough work experience to successfully be able to apply for PR.

It gives you very little time to actually find a skilled job and get the required work experience.
