Canada Visitor Visa refused over purpose of visit only

Hello,

My husband applied for a Canadian Visa yesterday because we want to visit Canad in september 2019.
We just got an answer that it was denied on thos ground:

I am not satisfied that you will leave Canada at the end of your stay as a temporary
resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.


We don't understand the reason for this as my husband (Pakistani) has a permanent french residency card (10 years card) and he will apply later this year for the french nationality. He also has a permanent job in one of the most reknown french luxury company and his salary is pretty high.
We provided everything from the bank statement (he has +7000€), payslip from last 3 month, employer attestation proving that he has a permanent job, we also provided the fact that he got 2 UK visas on his passport (one was 3 month and the last one is for 2 years till 2021).
For travel history, we mostly travelled inside europe since he has a shengen visa.
As for me, I am french so I don't need a visa and I'm also working as an IT enginner in a french company.
We got married in september 2019.
We don't really understand this reason for denying his visa?
Should we also put his savings bank statement (+35000€ on it)?
We are also going to buy a house in Paris neighborhood and we have the sale agreement, should we put this paper too (it's in french)?
What else should we do? We already booked the ticket and it is not refundable.....
For the trip, we were hoping to stay first one week in NY and then one week in Canada (toronto).
We thought that applying for the canadian visa first would be less difficult as he got his UK visas so easily.

Its never a good idea to book a flight ticket without a visa in hand.
You have listed quite a few points but maybe I missed it what was the purpose of visit? You got denied based on purpose of visit, why did you say you needed a visa?
Canadian visa it seems is one of the toughest to get.

I would definitely include his savings, your house purchase plus did you include all information about yourself? Like your passport your marriage cert ect? It doesn't make sense as having a French spouse is pretty good ties to outside Canada. You are likely well established in France and it wouldn't make sense why you would overstay a visa in Canada.

I would definitely include his savings, your house purchase plus did you include all information about yourself? Like your passport your marriage cert ect? It doesn't make sense as having a French spouse is pretty good ties to outside Canada. You are likely well established in France and it wouldn't make sense why you would overstay a visa in Canada.

Since he is a pakistani national, even if he has a permanent residency card for France, he still needs a visa. I mean that's what we understood from the website.
We didnt' include documents about me, just that we were married and that I was french.
Like you said, we are well established in France and just wanted to travel in America for our first anniversary...
For the house, we are still in the process of buying it, since in France paperwork takes at least 3 month, we will finally get it around mid march. But I can send them our rental flat information maybe?
But I just learned that my husband gave only the booking of the hotel place and not the return ticket, would it matter?

We didn't know it was one of the thoughest visa to get :/
We will definitely include savings bank statement and my information too.
But since he already got a refusal, can he still have an acceptation now?

We didnt' include documents about me, just that we were married and that I was french.

yes it is possible to get a visa after getting a refusal, you just have to make sure you mention previous refusals.
I would include all savings, also include all information about yourself to show ties to France. Include the rental agreement on the flat.
Seems like you needed to better word the purpose of travel. Mention that you are celebrating your first anniversary. Have a day to day itinerary about what you wish to do and how much you think each things cost.

Should I include my permanent job contract and pay slip too? Do I also include my bank statements? I mean, we are both sharing the expenses but is it really necessary?
I really wasn't expecting that since he is already a permanent resident in France, have a multi entry valid Schengen visa, 2 years valid uk visa and have no intention of staying in Canada...

After reading your advises, we reapply putting all the new papers that could help prove our purpose of visit and that my husband will leave canada.
We reapply on paper on january 23rd, but we still don't have any answers...
They say that the processing time for FRANCE is 12 working days but now we have reach more than 15 working days and still no news... Is that a bad sign?
He already give his passport to VAC when submitting his application so they won't be asking him that but they should tell him if it is accepted or refused no?
Is there someone that had the same problem?

Trv refused today
Apllied with wife and 6 year kid
Wife is govt teacher with 60 k salary
I own my business
Showed 3 lacs in current account and wife has 3 lacs in saving with PPF 10 lacs
Applied to visit my brother who is PR
Denied on basis of financial and ties to family my father and mother also hs TRV and living with me in india....
I think my current account was not considered although its sole proprietor suggestions plz
