Yes in that letter from delhi vac it clearly mentioned that they have received my file on 21 nov and you will see on cic website that 58 days timeline starts when your local visa office receives the file.

Biometric request: January 3, 2020
Biometric done - January 7, 2020
Acknowledgement letter - January 8, 2020
Medical Passed: January 13, 2020
Passport request: January 15, 2020
Note- Medical was done in advance.

My Parents showed roughly cad $6000 in their bank account back home which is joint account of my mom and dad.
In Canada I showed $15,000.
Make sure u have a strong invitation letter and purpose of travel doc mentioning all details plus strong reason of their return. Ur explanation is the key.
My brother is single and back home so I used that point as strong advantage as reason for their return.
So based on your situation think of a strong point which convince them for return.
If this is strong then they don't care much about their financial stability.
