They can't limit it to Canadian citizens. This discussion was had previously but deleted by mods because some people didn't like it. Many countries do not allow dual citizenship. IRCC is not going to force people to renounce their citizenship of birth in order to become Canadian so that they can sponsor their parents.
hi all ....well the govt will issue fresh guidelines for pgp later when they announce the program .... they will do it before 01 Apr 2020 .... this is the latest update .... there will be changes in system and vacancies too ..... so wait is the only choice - hope this info is useful

I would be very surprised if the changes were major.

We're talking about the Canadian government.

Probably just a smal tweak where they leave the EOI submission stage open for a month but still is FIFO.

There is one but Canadavisa has stopped sharing the links for WhatsApp group citing privacy concerns. Most likely your comment will be deleted soon by some moderator. I guess they are trying to keep the people on this forum.
It probably has nothing to do with keeping people on the forum. WhatsApp had been a source of scams and misinformation, so the mods are likely just trying to keep that OFF the forum.

One approach could be to make the PGP application process very challenging.

Interviews. Subjective assessments. Home visits. Written essays as to why you should get a spot. Basically make it really hard.

This will weed out those trivial lazy ones. And only the truly most committed ones will strive and compete for it.

Right now it is too easy. And yet people complain. That's crazy.
That would make the administrative costs ridiculously high and the program would take years. The cost for trying to sponsor a parent would likely be 35k+. What you are describing is similar to an adoption.

Parent and grandparent immigration is not high priority like economic immigration and reunification with a spouse or children.

If money is the factor here, then increase the Application fees so proper talented people are handling the applications and in return they will get compensated.

Also, its not a high priorty because Government is not getting much out of it.
Raise the Application fees plus add to it that each parent migrating to Canada must bring an x amount of money/gold etc. with them from their native country same as we have LICO for the sponsor.
Then atleast Government will be sure that these people are serious and wont be a burden on the system.

Healthcare will always be the issue. Unless you take out healthcare most older people will be a burden. There are some who are lucky and are healthy their whole lives and die in their sleep one day without almost no medication or medical intervention for their whole lives but that is extremely rare. Lots of people with money don’t spend it if they can get the service for free. Canada may be moving towards more of an Australian model which does require higher payments for visitors visa and permanent resident. Australia has a public and private healthcare system which is why it is much easier for Australia to sponsor parents without having access to “free” healthcare.

We will have to see. Not everyone will be happy. The government has tried to accommodate previous suggestions but after they are implemented people complain. The only way to make everyone applying to have their parent or grandparent happy is to accept everyone. That is not fiscally responsible and will not happen. We’ll all have to wait and see.

Yup.

That's why I don't foresee major changes (besides totally canceling PGP which will make some people happy like crazy) coming in the next version.

Just small tweaks here and there.

Actually why would having an essay writing competition on why you want to bring your parents to canada be so expensive? It could make money!

Some people have started selling their houses this way.

Imagine charging $20 to enter the competition. Write an essay.

100,000 applicants every year. $2m raised each year. Pick the top 10,000 best essays. Send EOIs.

Anyway I get it, Canadians don't like complexity. They don't like anything that involves real competition or work to screen. Of course the "excuse" would be it will "cost too much to do that". Sometimes you do need to spend some money and effort to create proper systems.

Canada is actually very socialist in outlook. everything should be equal and simple so that everyone can benefit the same. But not to the extent of communism.

But then when they see certain individuals or groups get ahead then they don't like it either and will complain.

Sigh can't please everyone.

But that would mean the PGP favors richer parents than poorer parents and that is so UN-CANADIAN! lol!

How about write an essay why you deserve a spot. $20 entry fee.

Panel of judges chooses 10,000 per year.

Hey if there are less than 10,000 willing to write an essay then all those who bother writing an essay will get ITA!

Oh wait...forgot......people could HIRE professional writers to write essays for them. And that is also UN-CANADIAN.

The best system is the current one. Just leave the EOI submissions open for a little longer so that everyone can get their submissions in, including those who decide to submit it 20 days after opening for whatever reasons.

People are talking about Healthcare a lot. Actually Healthcare in Canada is being abused as its 100% free. People are paying visits to the Doctors for minor cuts even. Because they dont have to pay Anything. There must be a minimum amount of fees say$10 or 10%to see a Dr. Or pay a lump sum amount per person for the whole year. There used to be a$88 fees per person per month in the province of Alberta and some Employers covered that through the Benefits. Lets see how burden eases. Bring that back. The whole thing.....Oh Healthcare will be screwed if parents come....etc etc. Is all excuses. Old people from the countries like China, Japan, Korea etc. are healthier than 25 year old Canadians who are born in Canada.

But those 25 year old or whatever age have actually paid into the system . You know , worked , paid taxes etc, not arrive getting full access to a all ready over burdened medical system , not having paid any payroll taxes into the system for that access . So you can’t compare the two. Yup, those Canadians , getting access to a medical system just because they were born here, who knew all along they were the reason the system is so screwed up
I guess my mother, born here , really screwed over the medical system by getting terminal cancer , sitting in a bed in ICU for a month , oh wait , that was after she waited three years to get a colonoscopy. She paid into the system for 50 years, but that doesn’t count

Leaving EOI open longer and then what? Pick the first 20k or do a lottery to pick the 20k out of all the EOIs. That is essentially what happened in the past 2 years? For someone who wanted the wealthy to get priority or who complains about the randomness of a lottery an essay writing contest is pretty random and will likely lead to a lot of creative writing. It is also very random as a person or committee chooses the applications they feel deserves a spot. Paying people to read through 100000 essays is certainly a waste of money even if you have to pay to enter the contest. It will essentially still be a lottery.

Would encourage people to look at the Australian system. It requires things like having the majority of your children living in Australia.
