I am an indian. My best friend went to canada in may 2019 for study purpose. I want to apply for a multiple visa, to visit canada. I owns a huge property on my name and had all the documents regardjng that. I want to marry her if i visit there. We know each other from many years. Is it possible

You can try and apply for a TRV to visit. You will have to prove that you have strong ties to India like a good job, good savings, property in your name, travel history to countries similar to Canada, etc. Getting married does not guarantee that you can remain in Canada. You can attempt to apply for a SOWP if your wife is studying. They aren’t guaranteed. If a small marriage is not typical based on your normal cultural traditions you may run into problems and your marriage may not be considered genuine. Are you from a liberal family where you have been openly dating, travelling together even staying together? If not, a small marriage without family in Canada will be viewed as questionable.
Not sure what you mean how do you apply? You follow the directions. Unless you have a good reason why you need to get married in Canada without family it is not a good idea. It will look like a marriage to try for a work permit when you’ll have your real wedding later on in India.
