Hello,
I have a question regarding the time and location of reviewing the applications.

Is the application being reviewed in Canada or is it reviewed in the country where the application was submitted in (or in other words, reviewed at the Canadian Embassy in my country)?
Since the working days in my country are different from those of in Canada, so I want to know?

It depends.

Online applications can be reviewed wherever there is capacity - frequently, that is Canada - but the local office is typically always involved in some way.

Assume that working days means Monday to Friday.

Then remember that the average processing time is an average, and an estimate.

Working days in my country from Sunday to Thursday. I applied through VFS paper.

Could be both.

I’ve seen GCMS notes of several permits, first it’s reviewed by embassy based officer and then for secondary review, it’ll be sent to CBO, Canadian Based Officer.

Also like I said depending on a permit, like SDS applications are currently being processed at Edmonton-CPC.
