Yes, you can do it both, actually it's what I did as well. but I don't think I will have any chance to get NOI unless OINP make a draw target with job offer only like they did in 2018, which the CRS score only around 350. However, you need IELTS with no less than 6 , ECA together with more than 1 years work experience in Canada, in order to create a EE profile in CIC, and it takes a quite long time to get ECA. so it's up to you whether you want to try both or just go directly with paper based.

FYI, All the Employment categories are closed except "Employer Job Offer: In-Demand Skills". If you have job and is one of "In-Demand Skills", it's better to apply. Considering your score around 420,although if you would gain more points by IELTS, that won't be sufficient as the EE score is fluctuating abouve 450-460. This might change (decrease) by year-end if they don't achieve the nominations for the year. You can still fill EE profile, and if you can, apply for OINP. If you're on work permit and going to expire this year, then EE is your best shot. AS OINP is closed for International graduates, Foreign worker streams.

P.S: You can have both profiles, but if you get nominated you'll have to delete the other profile, for sure.

My mistake. So, yes. Around 500-600 nominations are left. In 2018, they exceeded the allocated nominations by 250. So, if the OINP assess your application to be valid and you submit before deadline/ closing date, you may be nominated, no matter if they exceed the allocated nominations from Federal govt.
The extra 250 are for special category to enable Ontario to nominate with skill level C, AFAIK.

If I'm not wrong, the extra 250 I mentioned in the post was for 2018 which OINP granted extra from Federal govt. They didn't mentioned those 250 were issued for NOC C category workers. Maybe they included in general nominations.

For 2019, they mentioned the 250 extra nominations are for temporary foreign workers [NOC C].
 
Guys anybody has login issues to OINP? , when I login after entering the last, first name and email and hit continue I am getting the error.
 
when we applied OINP, a case number was assigned to us.
I am trying to figure out if they process our case according to the date we submitted or the date we applied.

Since hj2019's case number is 7xx and he/she applied on Sep 18th, his/her status changed to assessement, I guess they process our case according to the date we submitted.

I was thinking about this... I created my profile in the e-filing portal and got my file number on August 27 (the same day that the stream re-opened) and sent the application on September 3. Maybe this is why my application is already on DIP...
 
In my case, my work permit will expire before the paper based PR process will complete. I read that we would get a work permit support letter from ONIP after nomination to apply for the closed work permit. Actually the employer needs to pay for compliance fee it seems. Anyone has any idea about this process?
 

I am so clueless about this whole process. Never taught that there would be need to go through this long process for getting PR.Really frustrating.

Some questions regarding PR application:

In the list of documents, i did not see any requirement for :

Job letters from past employer
Bank statements or proof of funds

Regarding police clearance certificate, do we submit it when we apply for paper based or will CIC ask us later on during processing?

Also it states that "Do send any additional documents when submitting your application to CIO".
