Can I apply for study permit while PR application is open? I live in Canada

Hi,
I have open work permit and currently living in Edmonton. I am doing a full time job and very recently applied for PR. I have got admission into P.h.D program at a top tier university in Canada for winter 2020. Now Can I apply for study permit as I don't think I will be able to get PR card before starting my program and I need a student visa if I want to enroll into the program.
