So just to re confirm, a Canadian citizen living in US with a non citizen wife cannot sponsor her Canadian PR unless they plan to move to Canada immediately after she gets her PR?
Also, how immediate does that move have to be? Is there a time frame of 2 or 3 years?

Yes. Immediately, not 2 to 3 years later.

Is it necessary that they both move to Canada immediately or is it ok if jus the wife moves after she receives her PR?

The husband (sponsor) needs to demonstrate that he is returning to Canada to live there with his wife once she receives PR. If you have no plans to come to Canada, there's really no point applying and you'll most likely struggle to be approved since you won't be able to show an intent to return.

I have few questions regarding my wife's PR application, would really appreciate any help you guys can give me.

So my wife is an American. I am a PR here. She cam here last May and her 6month status as a visitor expires on Early November. We applied for her OWP + Inlan Spousal PR. Got AOR and OWP approved and received. Her OWP approved on this September. Our questions are as follows:

1. My wife got her OWP this September, halfway through her status as a visitor. So if she continue to stay beyond November (which is her original end of Tourist status - 6month) is she overstaying?

2. As she is an American, should she be applying for a TRV for the extended duration of the open work permit?

3. If we go out of Canada on December (her tourist status expires on Nov but she has an OWP) and when coming back will she face any issues with the immigration?

We really appreciate your input on these questions.

Cheers!

Does a spouse have or need to change her name on her passport to her marriage name in order to be sponsored into Canada by her husband

1. No. Her status is valid as per her work permit.

2. Americans don't even qualify for TRVs.

3. Her visitor status no longer exists. She has status as a worker. She should be fine but no one can guarantee re-entry.
