I submitted all my documents for the IEC visa in April 2019. It's now September and I have still not recieved a decision. I've sent several web forms, tweets, emails to London immigration and no replies. Has anyone heard of anyone in the same situation? Can anyone offer any advice? I'd greatly appreciate it, thanks!

That's too long. Are you sure they haven't replied? Maybe the response has gone to your spam box?
Was there anything unusual about your application? Anything in terms of police certificates or dismissed charges?
No it still says they are reviewing my eligibility on my application. Yes I had a conviction but it was expunged and is no longer on my police certificate, but I still declared it and sent off revelant info about expungement. About 5 weeks after submitting my application I got an email to say it was being reviewed in London. Have emailed London several times and they reply to say they don't have anything to do with IEC visas. Have you any advice?
Ah - well the expunged conviction explains the delay. Unfortunately this means you can't expect normal processing times. Hard to say how long you might still have to wait. I don't think there's anything you can do other than wait. Sorry.

Do you know what delays the process so long? I know they must have to review it and do additional but 22 weeks just feels excessive. It's so hard waiting so long for an answer. They are likely reviewing the information relating to your charges and determining what this equates to in Canada and assessing if this makes you admissible or inadmissible to Canada. Unfortunately any criminal past, even if expunged, always makes application processing quite a bit more complex and tends to significantly increase processing times.
I personally don't think that withdrawing your application and reapply will help - all you'll do is lose more time. Also, reapplying may not be an option if there are no visas remaining in the pool for this year.
In terms of how else to contact them, I would use the search feature on this forum to find older posts on the topic of IECs to see if you can find helpful info there.

Thank you for your reply. I will let you know the outcome if I ever find out. I think I might try and apply for an eTA also just to see what the outcome may be.
I can't really give you any advice on that. It only makes sense to apply for rehab if you think you are inadmissible and qualify for rehabilitation. Rehab applications tend to take many months to process so most likely you'll hear back on the IEC well before rehab.
