Approval pending for a year

I have applied for my Express Entry and I already got my PR approved in Dec 2017. But then I got married in April, 2018 and had to reprocess the application with my wife added.
We finished the whole process and she gave medicals last year August.
But we have not gotten any update after that for more than a year and when we mail the cic, we got a standard response saying it is in process and they will let us know if anything is needed.
Now they asked for medicals(which is $1000 again for both of us) again saying they have expired.
I requested the GCMS notes, and the only thing I noticed there is that "Criminality" says "In Progress"
They have not requested for additional information so far.
Is there any way I can contact the CIC for status or if there is any action on us? Or is there an escalation method for these?

Re-medical is a good sign. It means most of the process is complete and upon appearing for a re-medical you might get your approval very soon.
