Delay in visa application process

Hi,
Its been 5 months that i have applied for my dependent work permit visa. As of now i havent get any response from the high commission for passport request. I have mailed to high commission many times but the response from them is still in process. I have submitted all the documents. Can anyone suggest me why it is taking these many days and how could i proceed further..
