Driving License Extract - Problems with Indian RTO

Guys, I have a driving license, which is without chip. I got my DL extract from Delhi RTO. The DL extract does not have my photo.

I am landing in Toronto. Do you think any of the below can cause a problem for me-

1. A driving license without chip
2. DL Extract without my photo
my wife just got her G1 done this morning. She did not face any issues with licence or DL extract as the extract had a picture and the licence had a chip. Without either, am not sure. Be best if someone with the experience of having gotten it done at here without both can comment.

To simplify this for all involved:

G1 Learner's Licence - For all, irrespective of driving experience. This is a written test, which is straightforward.
G2 Licence - For those without any international driving experience, wait time of 12 months after G1 before you can attempt G2. If he/she completes a learner's course from a govt. certified institute, wait time reduced to 8 months. For those with 12 or more months of driving experience, they can directly go to G2 without any wait time.
G Licence - Here's where the driving extract comes in. If you want to skip wait time between G1 and G or G2 and G (if you avoid G cuz you aren't confident about attempting a highway test), you need the extract. Otherwise, there is a wait time of a year to get to G. If you have an international licence with more than 12 months of driving experience but no extract, you can attempt the G2 after the G1 immediately, but wait to attempt G for 12 months.

If you are okay with no alcohol in blood, working seatbelts = number of passengers in car between midnight and early morning, and slightly higher insurance amount (in case you buy a car), G2 is fine for most.

I have got a chip based license from India (Mumbai) and also DL extract. The extract is a single page computer print in black and white with my photo and signature printed on it from RTO's database. It also has digital signature of RTO officer of Mumbai and a QR code.
I received it personally in Mumbai RTO. I asked the RTO officer to sign it in ink and stamp but he refused stating that it's already digitally signed and has the QR code to prove it's authenticity.

Now in Ottawa, Ontario the DriveTest guys are not accepting it stating that it is missing "security features". What to do? I am kind of stuck from both sides.

By the way, the QR code can be perfectly scanned by any app and it leads to same information page on Saarthi website of Parivahan Indian government.

Driving license is one of those things that falls within state ownership and hence least standardised across different countries/states. Unfortunately this seems to be one of those cases where even though you may have a more secure extract, you are actually at a disadvantage because of missing signature/stamp/expiry date 'security features' that drivetest has identified for itself as a 'standard'.

Given your situation, I can only think of trying some other Drivetest centers or registering a formal complaint at one. It may not work out but worth a try.
If you have time and resources, next best bet would be to get someone back home to physically approach rto and get a physically signed/stamped extract to be printed out and couriered. Make sure it has particulars laid out in plain text such as issue/expiry date of license and date of issue of extract.

You can try the Indian consulate/embassy in the province (you live in) for a letter of driving experience. But it is upto the transport office in Canada to accept it or not. The accepted norm is the computer generated DL-Extract.

The reason why RTO officers in India insist on a chip based license is because the DL-extract is fetched by the online 'Sarathi' system. If your license is a non-chip type, then your driving information isn't linked to Sarathi - hence the RTO's inability to issue a DL-extract.
Is there any option to apply driving licence extract for driving licence issued by Uttar Pradesh RTO. On 'Sarathi' website only for couple of states are coming in list for whom we can apply, Uttar Pradesh is not in list. If anyone can share driving licence extract template that would be great help. TIA

Apply online for the DL extract and its better to get the latest chip card. It works perfectly fine without any issues here in Ontario. Apply online here very fast and easy :- https://parivahan.gov.in/sarathiservice8/envaction.do

Thanks for reply. Is there any specific template which is acceptable by Canada's driving department ? What my representative need to request in RTO office ? Will they be able to understa the extract :)

You can apply on Saarthi website online for DL extract print. Then you can print the acknowledgement generated online, sign, scan and send it to someone in India. Also send an authority letter to let the person collect DL extract on your behalf. RTO generally accepts such request and issues the DL extract. Make sure it's signed and stamped in ink by RTO office.
By submitting this DL extract in original to DriveTest will enable you to appear for G2/G road test directly after passing G1 knowledge test. Note - you'll only have one attempt to appear for G road test if you choose to book it right after getting your G1. If you pass, you get full G license. If you fail that attempt, you'll have to appear for G2 road test which will give you G2 license. Most popular choice is to appear for G2 road test after G1 knowledge test because it's easier to pass.
You also have the option of accepting one year of experience credit based on your chip-based Indian license. It enables you to appear for G2 road test right
