I'm May 9 applicant and my application is still in process. I see May 10 applicants are receiving SA already. I have provided NOA and answered "NO" to directly obtain my NOA from CRA. Could this be a reason for delay? Any of the May 9 applicants who have received SA have done the same?

Once again, please update line #96. I have received SA email yesterday (Aug 13) and my case has been forwarded to Hong Kong Office.

I believe someone has answered such question, but allow me to ask one more time: do we need to provide Canadian Police Certificate as my parents are now in Canada holding Super Visa?

PCC from Canada is not required. IRCC do it as part of background check.
 
I hope you are right as according to this forum many parents received biometrics requests events though they are legally living in Canada for many years
As per CIC, if they were present in Canada when files were submitted, they will be exempted. Though, I do strongly believe that it might also depend on a case per case basis. I would strongly recommend calling CIC to confirm for each individual cases. Hope this helps!
