I know that if your application is deemed complete, you get AOR via email (or at least, you should). But if something is missing, they'll mail the application back without emailing you, is that correct? Are you still in their "system" if you apply and something is missing, or do they just send the package back without assigning you any kind of case number?

Typically they send the entire application back without assigning a case number.
