Still waiting for any update

Yea if your file number is from October, you should not expect anything until mid September - November.Your AOR is October 2018, there are lots of people with AOR's way before then still waiting for PPR.

It's not true. One guy already got PPR. But only one so far...

Not really true because I have seen many AR of August and October AOR gotten PPR. I think largely depends on Visa Office and Visa officer.

Two cases seem outland applicants and their visa offices are New Delhi and London. Volume of applicants is various, two cases are not a good example for inland applicants or for other outland applicants.
Recently, most cases take around 300 days from AOR to PPR (inland). But if already received pre-arrival letter or confirmed that eligibility, medical and criminality were passed, can expect PPR within 1-2 months. If not received PPR from the point of eligibility pass (beyond 2 months), mostly due to being caught by security screen. There are many factors like your name, nationality, occupation and travel history etc for security screen and if you are caught, it would take very long like a few months to a year.
If you have no problem on the security check, usually get PPR or DM very quickly. I heard that background check initiated as soon as eligibility is passed - criminality takes a few days but if looks not good then request additional document. Then the last stage, security check is initiated and if you are in queue takes around two weeks to get initial report from third party (done by intelligence agency). If looks fine, then final review by senior reviewers then issue PPR.
One applicant represents probably 0.01%. There are thousands of applicants every month.
But as far as I know, this info is not available.
Also, the AOR Feb 2019 sounds more like Express Entry to me. Really hard to believe that his/her IP2 took less than a month lol. If true, I feel bad for the 2017 applicants who are waiting.
