WORK PERMIT/VISITOR VISA

My friend who is a Citizen of Uzbekistan, will be on a work permit in Poland. From there, I would like them to visit me in Canada. Would the application for the Visa be processed in Warsaw Poland, (being that it’s the closest VAC in this case), or would it still be forwarded to Moscow, Russia.

I’ve contacted the Canadian Embassy in Poland, but they “Could not provide that information.” I would appreciate an answer to this.

Actually, they did, saying that you can apply at the VAC in Poland or online, but it’s up to Immigration and the Visa officer, as to where the application should be processed.
