Im still in j1 visa overstayed it has been 3 months! I don't want to be in USA
Can I apply visitor Visa for Canada from USA ?

You can apply, however a visito visa is pretty much guaranteed to be refused if you have no status in the USA.

You should return to your home country and live there for 6-8 months to re-establish ties to your home country before applying for a TRV to Canada.

If it's not visitor Visa how about applying student visa ?

Same answer. It will be refused because you have no status in the US.

A work permit will be refused too.

You can apply to immigrate through an economic immigration stream like Express Entry if you qualify. The Express Entry program is a points-based immigration program where those with the most points based on their level of education, work experience, age, lanugage abilities and other factors are selected. Right now you need to have 460+ points to be selected - so you would have to calculate your points to see if you are anywhere close to this total. It would likely take you at least three months to prepare to apply for Express Entry and then processing of the application if you are selected would take anywhere from six months to over a year.
