RE-ENTRY TO CANADA

Hello, I was on a student visa in Canada. I was into fleming college, but had to change to a private college in Toronto. After completion of the course, I had to leave canada due to ongoing ill health. I suffered from Kidney Stones and came back to India. I am now treated. I have proofs . When I came back, I realised I owe about 2000 $ to credit card and different expense. Now, my Student visa is expired. I am planning to apply for a Work Permit / PR. Does my Unpaid dues affect my Visa Process???. Expecting advises from knowledgeable people .

No but it will affect your credit longterm, You should be making arrangements to pay this off asap especially if you want to return to Canada. It can affect getting housing, getting future credit, getting a phone, etc.

On what basis do you plan to apply for a work permit? You'll need to secure a job offer and approved LMIA before you can do that.
