Any chances for I admissible person to Canada? I got a letter from IRCC that my husband is inadmissible to Canada because of a his previous case record happened 12yrs ago. But last Oct 2019, CPC Edmonton asking me to submit all the supporting document about that cased happened and I did. Even request an NBI certification and we provided every single document they need. The NBI certification remark No Criminal Record for my husband. Do I need to worry much? Help me please

The original NBI certification you provided in your application says "NO CRIMINAL RECORD ON FILE" Did he get charged 12 years ago? or it was dismissed? CIC must of contacted local police and baranguay for them to find this out?

It all depends what your husband did, was it serious?

BTW Oct 2019 as not past yet. You mean 2018?

Passed 12yrs already and all dismissed. And this May 2019 I received email again from CPC edmonton concluded that my husband is convicted. That's why I don't understand and yet given me 30 days of written explanation. So I did my personal explanation as my responsed. Was it help?

So basically the charges were all dropped? not charged? So, my suggestion is to go see a lawyer ASAP and explain to them the situation and show them the record of your husband's dismissal and have them draft the letter and mail it with supporting documents. I think IRCC just wants to know more about the case, what really happened... be honest and show that you have nothing to hide;) good luck.

EDITED: I just saw that you already sent what IRCC was asking for. Lets hope for a positive outcome.

I wanted to ask you also why does his NBI says NO CRIMINAL RECORD? You must send all court documents and a letter of explanation to IRCC.

One of the functions of the National Bureau of Investigation (NBI)
is to act as the national clearing house of criminal and other information
for the benefit and use of all prosecuting and law-enforcement entities
of the Philippines. To this end, the NBI stores in its database a person's
identification records such as his identifying marks, characteristics, and
ownership or possession of all firearms as well as of test bullets fired therefrom.
More importantly, the NBI Keeps a record of all the criminal cases files against
a person (Section 1, Republic Act No. 157)

What was he charged for, domestic violence?
 
All counter charges against my husband because he was a star witness in the crime someone died in their family. They file counter charges to my husband family including my husband but all dismissed.)(Direct assult and frustrated murder)They even charge my husband illegal possesion of firearm but because they don't have substantial evidence the judge quashed/dismissed it before going to the actual hearing. And all submitted to them like they requested.

Why IRCC says he was convicted? Did he ever did prison time for this? and then released?
 
Yes, because they were doing a illegal search for my husband house back then but when they found out it is illegal then they released my husband right away. That's the time they said they found firearm on my husband but when they ask for the material they can't show nothing. When judge found out it was only a trap up for my husband not to witness the case.
 
I mean they do such action for my husband not to testify for the murder case they filed against the other party.

The way you make it sound is that he was in the wrong place at the wrong time... You must try to convince IRCC that your BF was never charged and it was a set up by the police and the judge dropped all charges. Is it possible to get in touch with the judge that was dealing with the case and him/her write a letter, I guess it would not come cheap also.

Even though you say no criminal record, IRCC will not take any chances regarding past criminal cases/records
especially those of a serious type. legal practices in some other countries can be corrupt.
It will be up to you to prove your spouse is admissible into Canada.

My suggestion would be to seek legal advice asap with all your documentation regarding the issue.
