Just called IRCC AGAIN (I had told myself don't do that again, but I still did) and found that my parents' application is still "sleeping" somewhere. And the surprise is my name even does not appear as sponsor on their system. They said, "no worries, everything is normal, it will be fixed". I asked them if the application has been treated on first come first served basis, the answer is No. So, nothing we can do, just wait........ 
You should know this pool of applicants this year are the fastest and greatest and they can complete the expression of interest in less than 7 mins so I would say 60% of applications sent before May 1.

QUESTION (s):
1) Does that mean application is complete and that IRCC has started processing ?
2) What do I need to do to link both the sponsorship and PR application to my CIC account ? Do I need to create two different my CIC accounts for sponsorship updates and parent's PR process update ?

in your case for your mom and dad if you are sponsoring 2 people.

NO >> missing or required document CIC will ask you if reuired

you can create your own myCIC account and link your parents PR application with using Principal applicant UCI and passport details. No need to create 2 different mycic account

I don't have my parent's UCI. Can I link it using my UCI ? Will I be able to link the application to my CIC right away now that ecas is showing application received or do I need to wait ?

That is one way to look at it. Here is another way...
26.6k Invites
372 in Tracker (right now)
Each Line in tracker realistically represents 26.6k/372 = ~72 applications.
To determine your spot in CIC (as an example for me who is currently in row 83 ) = 83 x 72 = 5976...
This analysis is based on the assumptions:
That all 26.6k submit the applications. This is not the case. Realistically under 20K
That we have a decent sample size in the tracker reflecting applications submitted throughout May / June not to mention last week of April which is true.
So if you run the same analysis with the assumption that 20k submitted
372 in Tracker (right now)
Each Line in tracker realistically represents 20k/372 = ~54 applications.
To determine your spot in CIC (as an example for me who is currently in row 83 ) = 83 x 54 = 4482...
Either way, it's clear that May 6th receipt represents 25% submissions as opposed to 60% before May 1st. We have 47 applications delivered till May 1st and 326 applications delivered after May 1st. A sample size of 373 provides a very realistic estimate.

Also use passport details for your parent. That should get you through and use IE or firefox, In Chrome, sometimes after logging to myCIC, it takes you back to IRCC website.
