The only visa you can apply for at this time is a TRV (tourist visa) to visit him in Canada. Unfortunately there's really no point in applying. Since your husband has claimed refugee status in Canada, your TRV will be refused since IRCC will have concerns you also have plans to remain in Canada long term.
You will need to wait until his refugee claim has been accepted and he is able to include you in his PR application. Once PR is approved, you will then be able to travel to Canada.
