In terms of processing time WES is best it takes 50 days after all your documents reach there. Another option is CES, they take 12 weeks but I don't know their procedure.
You can send your documents by yourself to WES but make sure your university gives the documents to you in a sealed envelop. This envelop you should send from DHL office nearest to your University, ask them to mention the name and address of the university in "From Address"

Sending by DHL reduces the chances of acceptance as most universities prefer sending documents via Speed Post, due to legalities involved. Also, proof of a private vendor delivery is not accepted as legal evidence in India. Courier by Speed Post is highly recommended if it is a private university, they may take more time but acceptance is guarateed.

That might be the case with private universities, my friend and me both studied in government universities and sent the documents through DHL the documents were accepted in first go.
I don't actually understand what is a private university. As far as I am aware the universities are affiliated to either to state or centre. Two drawbacks of sending through speed post 1). You can not track the consignment one they are out of the country. 2). They charge Rs. 3000.00/- where as DHL ones charges Rs. 1500.00/-.

There are central and state universities which are government funded universities such as Delhi University (Central), Delhi Technhologycal University (State), IIT/IIMS (Central), Kurukshetra University (State)

Then there are State "Private" Universities which are private universities established through an act of legislatite assembly in their state like all Amity Universities, Ansal Universities. Once a university is a state private university, colleges within that state can take affiliation with the state private university just like many do with central and state universities.

And there are deemed or "to be deemed" universities which are given the status of a private deemed university status by UGC.

If the documents are issued by a government college, it is highly recommended that you go for Speed Post, applicants from private universities can opt for DHL.

Dears,
I have a Three year Polytechnic Diploma from Tamilnadu technical board in Electrical and electronics Engineering through lateral entry to second year after my 12th in science. It means I don't have mark list for first year.

So, Please let me know what is the Canadian equivalency for this qualifications.

Your documents might not get accepted if you are not able to provide statement of marks for first year.

You might need to provide a statement of marks of your 12th grade.

If your ECA goes well, your would be either 3 year Diploma or Bachelors (3 years), for which you will be able to get points equal to that of a Bachelors.

For ECA you need to get an official statement of marks from the issuing authority of your college/university.
