2019 MPNP - Risk Assessment Factors - Multiple Applications

Do these factors still contribute to reduced points currently (MPNP) ?

I am planning to create a federal EE profile to receive only an ITA but as well as apply to MPNP EE at the same time.

So considering I do receive an ITA beforehand a LAA or the other way around , are there any chances for interference between MPNP and federal EE yielding penalties?

If I receive both then what will I be obligated to choose ? Is my understanding wrong ? Please shed some light.

You can choose either. But, at the same time you will have to decline the other.

and Yes, For MPNP, the points reduce.

"Ranking points will no longer be deducted if you or your spouse have a close relative living in another Canadian province or if you have a previous immigration application to another province. You are still required to answer these questions. The maximum negative ranking points
possible now is -200. "

In the immigratemanitoba website, it says these rules are relaxed as present. However, there is no official source of this information.

So if I apply for MPNP EE initially , am I still eligible to receive an ITA during/after the MPNP application ?
