Can those who are not seeing anything on e-cas yet also link their cases with GC Key somehow?

So you are suggesting CIC would think people will leave the PGP application page and search for the updated form somewhere else? If they wanted they can update the PGP page in less than a min. No need to overthink about the process.

I was told by the CIC agent that since I already linked the application, it is not 100% sure that I will get the AOR. Because OR is just to indicate you that your application is started processing and your application number details. I can see the application number and any of the corresponding communication in the online system now.
And I can get any email notification if there's any corresponding communication from CIC as per my email communication setting.
Application made
In the Regulations, “application made” means the date that the application is date stamped as received by the Case Processing Centre, Mississauga (CPC-M). CPC-M date stamps an application as received once they have determined that the application is complete and meets the requirements of any applicable Ministerial Instructions. The date that CPC-M has locked in the application is proof that an application has been made.

Initial review
Upon receipt of every application CPC-M will:

  • verify that the application is complete
    • if complete, date-stamp the application
    • if not complete, return to sponsor
  • for applications verified as complete
    • create both a paper and electronic file for sponsor and applicant
    • acknowledge receipt of the application
    • verify the GCMS record

So agent says if you linked account to mycic they will not send AOR any more?!!!!!!!!?
It is possible. Here is what I found in FAQs on CIC site.

What happens after I link my application to my online account?
After you link your application, you will see your application appear under the “View my submitted applications or profiles” section on the main account page. Click “Check status and messages” to see your application status and messages about your application.

If you see “Linking in progress”, check back again later.

Once your application is linked, you will receive messages about your application through your account. You will no longer receive letters about your application by mail.

Hi..I just called CIC...I was thinking of not doing it until yesterday as other applications around my timeline in the tracker have no updates yet but I gave into the temptation today and called. There was a wait time of 24 mins so wasn't that bad. Number used 18882422100 (dialled 3-4-1-0 directly once the call was placed to get to the agent) One of the members had shared this in the forum and it saved time. Thanks!

The agent asked me when did my file reach Ottawa and since it had reached on May 21st, she was not ready to check my file status. After a little persuasion, she agreed and I gave her my UCI number. She asked a few other details and told me that my file was received on May 21st but has not gone into processing. It should be looked at by a case officer in the coming few weeks. She was very reluctant to share the temporary file number but upon insisting, I got it. It starts with 'XF'. I tried to link the application id 'F' onwards but the system is not able to find it.

I know I am not sharing anything new but if there are others whose files have been received around May 21st and do not see ECAS updates, you can be sure that they have made it to the system but haven't been assigned to anyone yet.

Another thing that I would like to share is that I had not entered my UCI on the application although I had it, but CIC has it attached to my application in their system. They are able to link our files to our UCI even if we do not supply it.

I have a questions regarding the "Sponsor Eligibility Assessment” section on the “Application to Sponsor, Sponsorship Agreement and Undertaking” Form (IMM 1344). - GRANDPARENT

- This section of the form states: “If you answer ‘No’ to any questions from 1 to 4, you are not eligible to be a sponsor. You should NOT submit your application.”
Question 4:
“Do you reside in Canada and in no other country?” Under this question it does say “If you answered “NO”, but are a Canadian citizen living exclusively outside Canada, you may still be eligible to be a sponsor.”

MY QUESTION
I am planning to sponsor my grandmother to CANADA.
1. I wanted to confirm / clarify; if I am able to sponsor her ?
2. And if I can sponsor her; are there any evidence / documents I need to attach along the package that I plan to send ?

a) I am a Canadian citizen; and I only work in United States (on a temporary basis- TN Visa).
b) I have been in Canada since a decade (completed eduction, etc) and live with my parents (parents own a house).
c) And file my CANADIAN TAXES to the CRA every single year (from the income I earn in the US)
d) I plan to move back to CANADA upon immigration of my grandmother
e) my entire family lives in Toronto (we all live together).

Any assistance on this would be greatly appreciated.

I agree with canuck78. You may not need to pay Canadian taxes at all.

If you are a US tax resident, (i.e. meet the Substantial Presence Test) and non-resident for Canadian tax purposes, you will need to report your worldwide income on the US return. You will file a Canadian return for the year to report ONLY your Canadian source income. You may then claim a foreign tax credit on your US return for any taxes you paid to Canada for the Canadian source income.

You may need to revise your US or Canadian tax returns or both to get a refund. I would suggest you consult a cross-border tax professional.

I am updating this (Original Post 7747 pg 517 & updated post 9203 pg 614) with some new info on timing etc. based on feedback from other members as the original post is now locked and cannot be edited per forum rules. Also, a lot of new members (who have just joined / haven't reviewed the past 600 pages) are asking some of the basic fundamental questions on timing / process etc.

Based on my last call with CIC agent (I called again as I wanted to get the Temporary "Prospect File" Number), he described the following process of getting the file to ECAS. He was surprisingly acquainted with the process...
  1. CIC Receives the Application
  2. CIC Opens the Package and Scans the Barcodes Forms / Fee Forms and Other forms / documents and prepares a file - This is called "Prospect File" Stage. This can happen the same date the application is received, or at a much later date. There is no magic to this, and is purely on the burden on CIC. This has nothing to do with forms being stapled / order of invite letter or fee receipt, or barcodes all together or above each of the respective forms, additional documents, being included, use of new forms / old forms etc. There is no need to panic if the Prospect File is not created on same date the application is received. Based on current trends it is taking at least 2 -3 weeks.
  3. A Temporary Application ID is created. This is temporary and for internal use only. This number WILL change. There is nothing that we can do with this temporary file ID number. Temporary Application ID starts with X and is followed with the actual File No. e.g. XF000000000.
  4. The person who scans these files (may or may not choose) to "activate" ECAS Status. There is a "Submit to View" or something along this lines button that can be pressed. This explains why some people see ECAS right away, while others have to wait for additional steps below. (My theory: it's the interns who go the extra mile, seasoned officers tasked with this don't bother :p) Application received Stage in ECAS, if activated. In the past few pages this has been unofficially christened as the "Crazy Intern Theory" by members.
  5. In addition to the a"Submit to View" button, the UCI for Sponsor / Parents has to be active (e.g. in my case, my UCI is more than 7 years old (since it was used last) and is not active in CIC database. A new one will be created). The active part was partially incorrect info by previous agent. New agent has confirmed that the old UCI has to be "activated" and "linked" to the new application. Please note that even if you didn't supply UCI info CIC is able to link the application to the UCI. This may or may not hold true for everybody and remains to be seen
  6. The Prospect File is handed to a CIC Case Officer (CO) - first come first serve basis. (The first come first serve theory is now confirmed based on trends, unless the "crazy intern theory" takes precedence, which has happened in a few cases.
  7. The CO reviews the file for completeness, correct fees, etc. and generates a proper Application ID (i.e. just removes the X in front of the temporary file number), new UCI (if old ones are inactive) old UCI's are linked, and activates the file - ECAS Status is now available. In process Stage in ECAS. As of today, current lead time to get to this stage is anywhere between 4-6 weeks (and increasing as more and more applications come through) for most people. Refer Tracker.
  8. CO issues the AoR (by email if available) to the Sponsor with Application ID F000000000
  9. With the application ID, one can now "link" the application on myCIC.
  10. Assessment Stage Starts. File review is now underway for Sponsor eligibility. Stays as In process Stage in ECAS?
  11. Missing documents / additional documents etc are now requested.
Additional info:
  • eCAS often lags behind actual AoR email or myCIC.
  • In some case people have been able to link their myCIC with the Temporary File number (remove the "x") while no update is being seen on eCAS. Again, only possible if Step 7 has happened.
Bottom line, no need to panic, as there are lots of variations along the basic trend. It will take at minimum 4-6 weeks from the date the Application is received by CIC. Even longer, if the applications are received in Ottawa closer to the June 28th date given the additional burden on CIC with a rush of applications.
