Online on the 7th of March did biometrics on the 11th of March and till now it’s still on background check

The day you sumitted your biomentric is the day your application process started. According to the processing time on CIC website it states 9-10weeks . Yesterday making 4weeks your application as been under processing so let still wait they will surely respond to you before you pass the processing time .
 
No i didn’t do medical upfront. “Yesterday making it 4weeks?” Going by 11th of March when biometrics was done, it’s already 9 weeks. Would you suggest I do an upfront medical now?

If i apply for study permit around June 2nd for Fall 2019, my country processing time is 5 weeks according to CIC however is it possible I can get it sooner?

5 weeks is the average processing time, you may get the decision earlier or possibly later. However, they would probably prioritize fall applications then.
