Delay in PPR

Its been more than 6 months, I am still waiting for PPR. Does delay mean PPR will come soon or something else?
I have already paid RPRF fees in November.

Before ordering the notes you should generally check what stage you are at, if your security is ongoing you should have ordered CBSA/CSIS.
That is why i suggest you to call them to know about your stage of the application.
