BGC can start anytime in the process. Some applicants got BGC started immediately, some others got started at later stage.
Yes, there are still applicants in December 2018 waiting for file transfer.
I too am waiting. I read that one november applicant was transfereed to NDVO. So i think in may be a month dec applicants may be transferred. But this is just one applicant (there may be others but i did not read abt them).

Because I’m in a similar situation our marriage is registered in South Korea but I’m from Pakistan living here with a Work Permit .
I also sent them attested Translation Copies Of our Marriage Certificate, My Korean Alien Registration Card & Character Certificate etc , So kindly let me know if it causes any delays in the Application if the Principal Applicant isn’t living in his home country?

I think it takes longer if the applicant has a different country of residence than their country of origin. I think travel history also plays a role; the background checks are longer for such applicants.

You can send the application and then link with your IRCC GCKey account. But it is not mandatory to have a GCKey account.
The biometrics instruction can come at anytime after application submission.
In regard to the Ankara VO there are many applicants (including myself) waiting to receive their biometrics request letter.

Biometric done and was updated the same day ( after few hours ) now Gckey account showing as biometrics completed and bio number and enroll date .
I saw someone posting saying there are 3 emails sent by VFS , I didn’t get any email .
Any suggestions ?
